Stary układ sił rozpadł się na naszych oczach, właśnie rodzi się nowy światowy porządek, w którym zależności będą o wiele bardziej skomplikowane niż wcześniej. Nie możemy przespać tego momentu.

Miękka siła to twarda słabość – oksymoron, ale wiernie oddający rzeczywistość. Działania soft power bazują na przekonaniu, że wartości, atrakcyjna kultura, poczucie wspólnoty i zobowiązania mogą wpływać na społeczeństwo równie mocno – jeśli nie mocniej – jak użycie twardej siły (lub jego groźba).
