Architekt, urbanista, dr nauk ekonomicznych, od 2007 roku przewodniczący Głównej Komisji Urbanistyczno-Architektonicznej, pracownik Instytutu Rozwoju Miast, członek SARP, TUP, CICA. W latach 2007-2011 członek Państwowej Rady Gospodarki Przestrzennej, w latach 1999-2007 przewodniczący Krajowego Sekretariatu "Habitat", wcześniej podsekretarz stanu w Ministerstwie Gospodarki Przestrzennej i Budownictwa (1989-1992) i dyrektor Biura Planowania Rozwoju Warszawy(1973-1981). Autor licznych prac architektonicznych i publikacji naukowych.
