Pr. Laurence Monnoyer-Smith is Vice-Président of the National Commission for Public Debate. She was, until recently, Professor at the University of Technology of Compiègne, France where she was Director of the Human Sciences and Technology research Lab. She has developed in Compiègne a minor in Communication on Science and Technology within the engineers’ curriculum and gave lectures on technology assessment and participatory democracy. Her work is focused on the uses of ICT in politics in order to enhance political participation: electronic voting, deliberation plateforms, participatory procedures. She has published many article on online participation and the quality of deliberation and recently co-authored a book on Internet gouvernance. (Normative Experience in Internet Politics, along with Françoise Massit-Folléat and Cécile Méadel, Presses des Mines, 2012).
